Zelensky States He Lacks Explicit Defense Guarantee from Allies

The ongoing conflict in Ukraine is nearing its fourth anniversary.

President Zelensky has stated that European allies have failed to provide solid assurances that they will protect his country in the case of a new Russian aggression.

"I continue to pose this critical question to all our partners and thus far, the answer remains elusive a clear, unambiguous answer yet," he stated to the press on Wednesday.

These remarks follow a day after Britain and France inked a statement of purpose on stationing forces in Ukraine if a peace deal to conclude the conflict with Moscow is finalized.

However, full security guarantees have not been agreed. The US, which has been leading efforts to end the invasion, reportedly did not sign such a commitment at talks in Paris on the previous day.

Details of the Paris Talks

After the Paris talks, which involved some 30 countries that form the group termed the 'Coalition of the Willing', British PM Keir Starmer said the two nations would "set up operational bases across Ukraine" to prevent any future incursion, while French President Emmanuel Macron subsequently indicated a significant number of soldiers may be sent.

Partner nations suggested that the United States would assume a leading role in monitoring a truce. But the central sticking point of ceding land that Ukraine is being asked to grant to Russia as a component of the settlement terms are still being discussed.

The Russian government has thus far remained silent on the announcement made in the city of Paris.

Russian President Vladimir Putin initiated a comprehensive military assault of Ukraine in the early months of 2022, and Moscow now occupies about 20% of Ukrainian territory.

Zelensky's Shifting Tone

The UK Prime Minister characterized the bilateral declaration as "a vital part of our commitment to stand with Ukraine for the long-term".

He continued: "It paves the way for the juridical structure under which British, French and partner forces could operate on Ukraine's territory, securing Ukraine's skies and seas, and regenerating Ukraine's military for the years to come."

The Ukrainian leader praised that accord as a "huge step forward".

Twenty-four hours afterward, however, he appeared less optimistic.

"I perceive the determination, the political will, and that the allies are prepared, and the partners are ready to give us strong sanctions, powerful defense assurances," he said when asked if nations in Europe would come to Ukraine's aid.

"But as long as we don't have such binding security pacts - formally ratified, endorsed by legislatures, backed by the U.S. Congress - this crucial issue cannot be answered. And even if they do, you must ultimately depend first and foremost on your own strength."

Unresolved Issues and Ongoing Conflict

Negotiations in Paris were also notable due to the attendance of envoys from former President Trump's administration, Jared Kushner and Steve Witkoff.

Witkoff said the participating countries "mostly completed" their work on finalizing security arrangements.

Damaged Ukrainian infrastructure
Russian forces persistently attack populated areas in Ukraine and critical infrastructure nationwide on a daily basis.

Last week, Zelensky said a peace deal was "ninety percent complete".

Questions of land and defense pledges have been at the forefront of outstanding matters for diplomats.

The Russian leader has consistently stated that Ukrainian troops must withdraw from all of Ukraine's eastern Donbas or Moscow will take control, rejecting any compromise over how to conclude hostilities.

The Ukrainian President has thus far rejected relinquishing any land, but has suggested that Ukraine could withdraw its troops to an established line - but only if Russia did the same.

Moscow currently controls about three-quarters of the Donetsk oblast, and some 99% of the neighbouring Luhansk. The two regions constitute the Donbas industrial heartland.

Attacks have been escalating against cities in Ukraine - with a focus on energy infrastructure. Russia has also made incremental advances in seizing additional Ukrainian land.

Ukrainian forces have retaliated at Russian targets with drones, albeit with varying degrees of effectiveness.
