In a surprising action, Indiana GOP legislators rejected a measure to reshape the state's U.S. House district boundaries on Thursday. This outcome constitutes a direct defiance of Donald Trump and wider GOP-led campaigns to gerrymander electoral districts to favor GOP office-seekers.

The Vote

The measure failed by a tally of 19 to 31. A sizable bloc of twenty-one GOP senators voted alongside 10 Democrats to block the controversial redistricting plan.

Currently, Republicans hold 7 of Indiana's nine congressional seats. The rejected map was engineered to establish Republican-leaning electorates in all nine congressional seats. This aimed to be done through multiple key maneuvers:

• Carving up the liberal stronghold of Indianapolis into four separate districts.
• Attaching segments of Indianapolis voters to adjacent heavily GOP districts.
• Splitting the north-western congressional district, presently held by Frank Mrvan, into 2 new areas.

Pivotal Republican

State Senator Greg Goode, a key GOP 'no' vote, voted against the map. In a lengthy floor speech, he declared that his decision reflected the will of his constituents.

"I'm a Christian first, then an American, then a conservative, then a Republican – in that priority," he stated. "I am confident that my decision reflects the view of my people."

Broader Battle

This push in Indiana occurred amid a nationwide drive by former President Trump to influence the redistricting of district lines to secure more Republican seats before next year’s midterms. Republicans presently maintain a narrow majority in the U.S. House of Representatives and are broadly projected to lose ground in the forthcoming election.

Elsewhere, Republicans in the Lone Star State, North Carolina, and Missouri have each enacted maps to favor their side. At the same time, Democratic legislators have retaliated by redrawing districts in states like the Golden State to potentially gain several seats. The Democratic party in the Commonwealth of Virginia are also positioned to overhaul maps for party gain.

Trump's Campaign

Donald Trump waged a bare-knuckled push to influence Hoosier GOP lawmakers to pass the map. Vice-president J.D. Vance allegedly traveled to the state capitol multiple times to confer with lawmakers.

In a statement on his social media platform, Trump voiced his frustration on Wednesday evening. "Every other State has done redistricting, willingly, transparently, and easily. There was never a question in their mind that contributing to a victory in the midterms for the Republicans was a great thing to do for our Party, and for America itself," he wrote. "Unfortunately, Indiana's Senate “Leader” Rod Bray enjoys being the sole individual in the United States of America who is against Republicans gaining extra seats, in Indiana’s case, two of them."

Threats and Attacks

In the days to the vote, Indiana state Republicans reportedly received death threats and swatting attempts. Additionally, VP JD Vance and Donald Trump Jr. publicly criticized Senator Rod Bray ahead of the Thursday roll call.

The advocacy group Heritage Action, the advocacy branch of the right-leaning think tank, also weighed in, claiming on Thursday that the state of Indiana would be stripped of congressional funds if it did not pass the map. Their statement warned that key state initiatives and services would be jeopardized.
